[issm-support] ISSM code update

Dear ISSM users,

We just finished another update of ISSM.
The changes are listed on the website: http://issm.jpl.nasa.gov/documentation/changes/

What you will need to change if you update is your .bashrc
We renamed ISSM_TIER, which is now ISSM_DIR. You must replace all ISSM_TIER in your bashrc.

The serial version of ISSM has been entirely removed from the code. As a result, The compilation is faster and the code cleaner. You cannot use md.cluster=none(); anymore (which was painfully slow anyway).

The archives of external packages have been removed and are downloaded from the website by the installation script.

The python interface is still under development but is in good shape.
